The Consumer Financial Protection Bureau (CFPB) said this week it was accepting applications for Regulatory Implementation and Guidance Specialists. The CFPB made the announcement in a job posting sent through an email newsletter list dedicated to regulations. Because it anticipates significant interest in these five vacancies, the announcement will not last long and is set to close at 11:59 p.m. on the day that they receive their 400th application, or at 11:59 p.m. on March 4, 2015.
Benefits of the job include a salary of between $104,076 and $199,444, 10 paid holidays, ability to accrue up to 26 days of vacation time and 13 days of sick leave each year, health insurance paying up to 75 percent of the premium, flexible health savings accounts, flexible work schedules and telework and access to health and fitness programs. Occasional travel is required.
Duties include conducting presentations, preparing substantive responses to complex or difficult regulatory guidance inquiries, and developing and preparing substantive written materials, presentations and other tools that translate and communicate CFPB requirements.
To qualify at a CN-60 level, which is the higher pay-grade, an applicant must have one year of specialized experience at or equivalent to the CN-53 level in the federal service, which is defined as:
- Interpreting and applying consumer financial laws and regulations,
- Developing and preparing substantive materials, presentations, and other tools that translate and communicate in clear and plain language to financial industry professionals or other professional audiences,
- Experience using project management methodologies, practices, tools and techniques to manage projects
- Applying quantitative and qualitative analytical methods and techniques to conduct analyses of an organization’s programs, operations, and challenges and to develop and recommend new strategies, policy options and solutions, and
- Experience explaining, training, presenting to or educating a professional audience on the substantive requirements of the consumer financial laws and regulations and how to implement or comply with these laws and regulations.
To qualify at the lower, CN-53 level, and applicant must have specialized experience at or equivalent to the CN-52 level in federal service, defined as:
- Interpreting and applying consumer financial law and regulations;
- Developing and preparing substantive materials, presentations, and other tools that translate and communicate in clear and plain language to financial industry professionals or other professional audiences the requirements of consumer financial protection laws and the bureau’s regulations and how to implement or comply with these laws and bureau regulations;
- Experience using project management methodologies, practices, tools and techniques to manage projects throughout the project lifecycle; AND
- Applying quantitative and qualitative analytical methods and techniques to conduct analyses of an organization's programs, operations, and challenges and to develop and recommend new strategies, policy options, and solutions.
The CFPB says that the experience may have been gained in either the public or private sector, or through volunteer service, and that “one year experience” refers to full-time work, where part-time work will be considered at a prorated basis.
The application consists of a resume, responses to online questions and supporting documents. The questions generally are focused on the kind of experience the candidate has to offer. Some of the conditions of employment include a two year “trial period,” a background investigation, and a Declaration for Federal Employment to determine suitability for Federal employment. Additionally, male applicants born after Dec. 31, 1959, must certify that they registered with the Selective Service System or were exempt from doing so.
